About Us

​BCS (Administration) Kallyan Bohumukhi Samabaya Samity Limited is a premier cooperative society established by and for the members of the Bangladesh Civil Service (Administration) cadre. Founded on the core principles of mutual cooperation, trust, and shared growth, the Society is officially registered under the Cooperative Societies Act, 2001 (amended in 2002) and governed by the Cooperative Societies Rules, 2004. ​Our central objective is to foster socio-economic development, build institutional capital, and enhance the overall well-being and long-term financial security of our members through sustainable and well-planned collective initiatives.

Our Mission

Capital Formation & Financial Self-Reliance: To encourage regular savings among members, mobilize limited individual assets into institutional capital, and ensure its proper utilization to achieve individual and collective economic empowerment.Education and Training: To educate and train members on cooperative principles, values, and modern production/management techniques to promote structured and self-reliant living. Socio-Economic Projects: To design, implement, and manage diverse commercial, industrial, and welfare initiatives—such as housing schemes, transport services, and vocational training—to optimize member benefits and generate viable investment returns.Mutual Cooperation & National Contribution: To foster collaboration with regional, national, and international cooperative organizations, and actively participate in national welfare initiatives including public health, human resource development, and environmental sustainability. Ethical Living: To inspire members to lead an honest, fair, and disciplined life in accordance with institutional, social, and moral guidelines.

President's Message

In the Name of Allah, the Most Gracious, the Most Merciful

Respected Chief Guest, Special Guests, my dear colleagues and members of the society — Assalamu Alaikum.

I welcome you all to the Annual General Meeting 2026 of BCS (Administration) Kalyan Bahumukhi Samabay Samity Limited. At the outset, I pay my deepest respects to the brave martyrs of the great Liberation War of 1971, through whose sacrifice we received our beloved independent Bangladesh. I also pay my deepest respects to the brave martyrs who laid down their lives in the historic student-public revolution of July–August 2024, and I pray for the eternal peace of their souls. Their sacrifice has shown us the direction toward a new Bangladesh.

Dear Friends,

This society was established in 2007 with the aim of socio-economic development and welfare of BCS (Administration) cadre members. Our current membership stands at approximately 4,000. In accordance with cooperative laws and regulations, we are fully committed to conducting the society's activities with transparency and accountability.

Dear Members,

The current management committee is working tirelessly to manage all activities of the society and ensure the smooth implementation of projects. We currently have 8 projects underway, each of which will play a long-term role in the welfare of our members. I would like to briefly highlight our notable achievements:

Our largest and most important Green Valley (Khilkhet) Housing Project is now on the path to becoming a well-planned township. Of the 314.47 bigha of land in this project, mutation of 235.15 bigha has been completed in the society's name. The remaining 67.2935 bigha or 22.206855 acres will be exchanged/purchased very soon. The construction of a model mosque in the project is nearing completion. Sand filling work has been completed throughout the project area. DESCO has already completed the installation of 154 electric poles. Furthermore, in memory of the martyrs of the July Revolution, we have initiated the construction of a beautiful 'Memory Wall' along the eastern boundary of the project from north to south — the design of which has been completed by LGED.

To date, 163 plots have been registered in favour of society members, and a further 22 plots have been cleared of encumbrances, which will be registered in the names of the respective owners once they submit the required pay orders and documents. Through our effective monitoring, following our application dated 30 April 2025, the National Board of Revenue amended SRO No-161-Law/Income Tax-36/2024 and issued SRO No-157-Law/Income Tax-12/2025 dated 26.05.2025, clearly directing that "if a registered cooperative society transfers land registered in its own name to its members, such activity shall not be considered as the activity of a developer or estate developer." As a result, it has been possible to remove the significant financial burden of 5% Advance Income Tax (AIT) and 2% VAT previously imposed on members when registering land in their own names.

You are aware that the society's Mogbazar project is located at Baro Mogbazar mouza under Ramna Police Station. To build a modern 10-storey 'Service Apartment', 0.26 acres of land was acquired at Baro Mogbazar mouza (97/A). A vested interest group had been attempting to seize this valuable land. Through the timely intervention of the current committee and by establishing a land office at Tejgaon, the land is now fully secured under the society's control. The case regarding land ownership is pending before the Appellate Division of the Supreme Court. We are working through a strong legal panel, regularly conducting hearings, with the aim of very soon regaining full and unencumbered ownership.

Another important project is the Uttara ICC (Uttara International Commerce Centre) project. Obtaining permission from RAJUK for commercial and multi-purpose use of the 1.25 acres of land allocated in Uttara Phase 3 was one of our significant achievements. We had already issued an RFP in 2 national dailies to find suitable investors and share providers for construction of multi-purpose commercial buildings. Once the Uttara Trade Centre (UICC) project is implemented, it will be possible to earn a substantial amount of income every month for the society's fund through rental income.

To create investment opportunities for BCS (Administration) cadre members in the recreation, leisure, and tourism sector, 10.00 (ten) acres of land has been allocated at 'Sabrang', the country's first specialized tourist zone located in Teknaf Upazila, Cox's Bazar, adjacent to the sea beach in a very picturesque natural environment. The plan to build an internationally standard 'Admin Resort' and five-star hotel on this land — obtained through long-term lease from the Bangladesh Economic Zones Authority (BEZA) — has been adopted. A total of Tk 14.81 crore collected from members' shares as land value and related fees has already been paid to BEZA, and to date 537 esteemed members of the society have purchased shares in this project. To create investment opportunities for new officers, the share purchase deadline has been extended to 30 June 2026, which is expected to become a major source of income for the society in the future.

In a joint venture between BCS (Administration) Kalyan Bahumukhi Samabay Samity Limited and the Bangladesh Administrative Service Association, titled the Cox's Bazar Investment Project, Tk 3.25 crore was invested by the society. To date, Tk 1 crore of the investment has been recovered, and efforts to recover the remaining principal of Tk 2.25 crore and 40% of the project's dividend as per the MoU terms are ongoing. This will enhance our fund's capacity.

In memory of the brave martyrs of the historic student-public revolution of 2024, we have taken the initiative to establish the 'July Revolution Memorial School and College' in Uttara Phase 3. This will not merely be an educational institution, but will serve as a living monument in our national history. We have already deposited Tk 20 lakh as security to RAJUK for land allocation for the project, and the initial administrative approval steps have been completed. A world-class modern campus will be built here, where through a 'July Memory Wall' and graffiti, the martyrs' sacrifice will be kept alive for future generations.

Furthermore, to ensure emergency and advanced medical services for members and their families, we have decided to establish a modern medical centre named 'Sparsha Plus' in the Purbachal New Town project. Alongside regular communication with RAJUK for this purpose, we have already submitted the required security deposit (pay order) as per the terms. Immediately upon land transfer from RAJUK, a specialized medical and diagnostic centre will be established here. I believe this project will play a very important role in the modern healthcare protection of our members.

At the same time, the process for establishing Green Valley Housing Project-2 at another suitable location for new officers is underway. In addition, we have undertaken the process of depositing salami money for settlement of government khas land at a symbolic price in the Purana Paltan Line mouza.

Dear Members,

To protect the society's assets and ensure integrity, we have adopted a zero-tolerance policy. Strict legal action has been taken against those responsible for past embezzlement and the February 2025 arson attack at the society's BIAM building office. To ensure the long-term welfare, social security, and professional dignity of BCS (Administration) cadre members, if a 'BCS (Administration) Kalyan Trust' is formed as an affiliate institution of BCS (Administration) Kalyan Bahumukhi Samabay Samity Limited, it will be possible to overcome the existing limitations of the cooperative society and conduct service activities on an even larger scale. The Trust would have the legal authority to receive direct donations from the government and domestic and foreign organisations. Under the Trust, various institutions can be established through which the financial and social protection of administration cadre officers and their families will be ensured.

The detailed progress of the projects under BCS (Administration) Kalyan Bahumukhi Samabay Samity Limited is elaborated in the General Secretary's report. The main purpose of presenting the progress reports of all projects before you is to receive your well-considered opinions and valuable advice. The roadmap and course of action for the society's future activities will be determined in light of your guidance. I firmly believe that the esteemed members of BCS (Administration) Kalyan Bahumukhi Samabay Samity Limited will work as complements to one another, remain united in achieving the society's goals, and lead the society forward.

Dear Colleagues,

You are aware that some undesirable financial irregularities and acts of sabotage have occurred in the society in recent times. In particular, on 27 February 2025, an attempt was made to destroy documentary evidence through arson at the society's office. We firmly state that 2 criminal cases have been filed under penal law and 1 complaint has been filed with the Anti-Corruption Commission against former administrative officer S M Zahidul Islam, accused of embezzling approximately Tk 6,95,44,418.69 of the society's funds as per audit reports from the financial year 2018-2019 until the day of his arrest. We are working closely with the Anti-Corruption Commission to recover every single taka of the society's funds.

Their presence has given us new inspiration to fulfill our responsibilities. I also extend my heartfelt thanks to the guests, all members of the sub-committees involved in organizing the Annual General Meeting-2026, and all officers and staff employed in the society. It is through their tireless effort and cooperation that today's event has been a success. I also extend my sincere thanks to the Divisional Commissioner, Dhaka and the District Administration, Dhaka for their overall support.

Finally, I humbly call upon the esteemed members of BCS (Administration) Kalyan Bahumukhi Samabay Samity Limited to actively participate in today's meeting and make the Annual General Meeting-2026 effective and fruitful by offering constructive suggestions.
